Social activist Swapnil Sinha of Jan Jagran Abhiyan Samiti met Uttarakhand's Traffic Director on 21 October and asked that petrol pumps refuse fuel to two-wheeler riders without helmets.
Two-wheelers are a daily commute option for most metro residents, and helmet enforcement affects every fuel stop and fine. Stricter pump-side checks, if adopted anywhere, change routine errands for riders.
