Telangana-based KGL Realtors Private Limited bought 20,000 square metres of hillside at Salvador Do Mundo in Goa, with the sale deed describing the plot as "barren and waste land" even though the state's regional plan zones it as eco-sensitive Natural Cover, part of it no-development slopes.
